NASA has a rocket it can now shop for missions that has yet to fly. On September 9, the agency announced it had added Relativity Space's Terran R to its NASA Launch Services (NLS) II contract, the vehicle through which NASA and other federal agencies buy rides to orbit. The catch β and it's a big one β is that Relativity has flown only one rocket to date, and it wasn't this one.
The addition came through the contract's annual on-ramp provision, a mechanism built specifically to let new launch providers compete for NASA business and to let existing contractors introduce vehicles not previously listed on their agreements. NLS II is a multiple-award, indefinite-delivery/indefinite-quantity (IDIQ) contract managed by NASA's Launch Services Program Office at Kennedy Space Center, with an ordering period running through June 2030 and overall performance extending through December 2032. It supports the objectives of three NASA mission directorates β Human Spaceflight, Science, and Research and Technology β and NASA may also use it to provide launch services to other federal agencies, including NOAA.
In plain terms: Terran R is now eligible to be selected for government launch contracts, even though the rocket that would carry them hasn't demonstrated it can reach orbit.
A Rocket Company Betting Big, Again
Relativity Space, headquartered in Long Beach, California, is not a stranger to NASA's launch roster, but it is still a company with a thin flight record. Its only launch to date, Terran 1, flew once in 2023 from Cape Canaveral Space Force Station's Launch Complex 16. Terran R is described by NASA and outlets covering the on-ramp award as a larger vehicle than Terran 1 β the company's next step up, and the rocket that will now carry the weight of NASA's institutional trust before it has proven itself in flight.
That's an unusual position for NASA to put a contractor in. Being added to NLS II doesn't require a demonstrated launch record β the on-ramp provision exists precisely so new vehicles can be considered before they've flown β but it does mean NASA and any other agency drawing on the contract will be weighing Terran R's candidacy for real missions against a track record that, for now, consists of a single flight of a smaller, different rocket.
What an On-Ramp Actually Does
It's worth being precise about what this announcement is and isn't. NLS II's on-ramp provision doesn't hand Relativity a mission or a check β it adds Terran R to the roster of vehicles NASA can select from when a specific payload needs a ride. Being on the contract is a prerequisite for competing, not a guarantee of winning. NASA and its partner agencies will still evaluate individual missions against cost, schedule, and β especially for an unflown rocket β demonstrated reliability once Terran R actually gets off the pad.
That said, on-ramping matters. NLS II is the contract vehicle NASA uses to buy launches across a wide swath of its portfolio, spanning the Human Spaceflight, Science, and Research and Technology mission directorates, plus launch services NASA can extend to other agencies like NOAA. Getting onto that list positions Relativity to compete for government business that established launch providers with longer flight histories have had access to for years. For a company whose orbital-class experience so far amounts to one flight, that's a meaningful vote of institutional confidence.
Why It Matters
NASA on-ramping a rocket before it has flown isn't unprecedented, but it is a wager. The agency is effectively pre-qualifying Terran R for future contract competitions on the strength of Relativity's technical case and business trajectory rather than an established flight record β the traditional currency of trust in the launch industry. If Terran R eventually flies and performs well, Relativity slots into a launch market that badly wants more capacity and more competitors beyond the incumbents currently dominating national security and science launches. If the rocket's development slips or a debut goes poorly, NASA has still opened the door to a vehicle it can't yet call proven, which carries reputational and scheduling risk for any mission eventually assigned to it under this contract.
For the broader commercial launch sector, the move underscores how much the government's bar for entry has shifted. On-ramp windows like this one exist precisely so NASA doesn't have to wait for a company to rack up a flight history before it can plan missions around that company's hardware β a bet on future capacity as much as present capability. Whether that bet pays off depends entirely on what Relativity does with the eligibility it has just been granted, and on a debut flight that, as of this contract addition, still hasn't happened.
