The most interesting thing said at the Artemis Accords signing ceremony in Ébène on July 17, 2026 had nothing to do with the Moon.
Navindsing Jugmohunsing, Permanent Secretary at Mauritius's Ministry of Tertiary Education, Science and Research, signed on behalf of his country and framed the accession through Mauritius's status as a Small Island Developing State — its priorities, as Space in Africa reported them, being the protection of its oceans and coastlines and the amplification of smaller nations' voices in space governance, which give it a distinct stake in how the rules of space activity are shaped. "The accession of Mauritius to the Artemis Accords marks a defining chapter in our New Space journey," he said. With that, Mauritius became the 70th signatory to the Artemis Accords and the seventh African nation to join.
The accords are, formally, a set of best practices for civil exploration and use of space. Jugmohunsing's framing pointedly wasn't about the Moon. It was about water, shoreline, and the survival calculus of a country whose territory is mostly ocean. That gap between what the document says and what the signatory says it's for is the real story here.
The Ceremony, Briefly
The signing took place in Ébène, with U.S. State Department officials present: Sarah Troutman, U.S. Deputy Assistant Secretary of State for African Affairs, and Craig Halbmaier, the U.S. Chargé d'Affaires to Mauritius, both witnessed. NASA Deputy Administrator Matt Anderson participated by video.
"We are honored to welcome Mauritius to the Artemis Accords community and look forward to working together in the years ahead," Anderson said — the standard formulation, and a reasonable summary of what the accords are pitched as.
NASA's own announcement reached for a piece of shared history that predates the agency's lunar-return program by six decades. Between 1965 and 1980, NASA conducted global satellite mapping missions, establishing a tracking station in Mauritius among other locations to collect Earth measurements for geodetic analysis — work that, NASA notes, strengthened navigation technologies used from Apollo through Artemis. It's a genuinely apt callback: the earlier partnership was about characterizing the planet, not leaving it, which is roughly the register Mauritius is using now.
Seventy in Under Six Years
The accords launched in 2020, established by NASA and the U.S. Department of State with seven founding nations. Reaching 70 signatories in under six years is a fast clip for any multilateral instrument, and 2026 has been the busiest stretch yet — Mauritius is the 11th country to sign this year alone.

Four of the seven African signatures landed in 2026. Two came in consecutive months. Space in Africa attributes the acceleration to intensified U.S. space diplomacy meeting a growing recognition among African governments that early participation in emerging governance frameworks carries strategic significance beyond symbolism.
Not an Exclusive Club
Anyone reading the accords as a bloc-formation exercise — a Western lunar coalition versus a Chinese-led one — has to reckon with an inconvenient detail: three signatories, Senegal, Serbia and Thailand, have also joined the Chinese-led International Lunar Research Station.
They are, in other words, in both. Nothing has forced them to choose. That matters for how the accords should be understood. If signing implied exclusivity, the number would be smaller and the roster would look more like an alliance. Instead, a meaningful set of countries appear to treat the accords as one framework among several — useful, and cheap to hold alongside a competing program.
The generous read is that the accords are functioning as intended: a broad statement of norms rather than a membership card. The skeptical read is that norms nobody has to choose between are norms nobody has yet been tested on. Both can be true simultaneously, and probably are, until the first real dispute over a lunar resource or a safety zone forces the question.
What a Small Island State Wants From Space Governance
Mauritius framed its accession through ocean and coastal protection priorities rather than lunar exploration. This is worth taking seriously rather than treating as diplomatic garnish. A Small Island Developing State's practical interest in space is overwhelmingly Earth-facing: ocean monitoring, coastal change, storm tracking, maritime domain awareness across an exclusive economic zone vastly larger than the land area it surrounds. Those needs are served by satellite data, by access to instruments and analysis capacity, and by the diplomatic relationships that make both easier to get.
The Artemis Accords do not, on their face, deliver any of that. What accession delivers is standing — a formal relationship with NASA and the U.S. State Department, a seat in a growing multilateral conversation, and a credential that makes subsequent bilateral technical cooperation easier to negotiate. Countries with modest space budgets have limited instruments for building those relationships. Signing a set of exploration best practices is one of the cheapest available.
Which is to say: the mismatch between what Mauritius signed and what Mauritius said it wants isn't confusion. It's a country using the tool that's actually on offer to pursue the goal it actually has.
Why It Matters
Three things follow from this signing that are larger than one small country joining one framework.
First, the accords' growth is increasingly driven by states that are not going to the Moon. At 70 signatories with 11 added this year, the roster has long since passed the set of nations with launch capability, lunar ambitions, or meaningful deep-space budgets. That changes what the document is. A norms framework whose membership is mostly non-spacefaring is less an operational agreement among lunar actors than a broad diplomatic instrument — and its influence will depend on whether the handful of countries that actually land hardware feel bound by it.
Second, the terrestrial framing is spreading, and it will shape what signatories ask for. If a growing share of members joined to advance ocean monitoring, agricultural forecasting, or disaster response, they will eventually expect the relationship to produce something in those domains. The accords cover scientific data exchange alongside resource utilization and deconfliction of activities. Members who signed for Earth-facing reasons have every incentive to press on exactly those clauses. Watch whether that pressure produces concrete capacity-building or quiet disappointment.
Third, Africa's 2026 surge — four signatures in a single year, seven total — establishes the continent as an active constituency rather than a target of outreach. Nigeria, Rwanda, Angola, Senegal, Morocco, Botswana and Mauritius have distinct space programs, budgets, and priorities, and Senegal's simultaneous ILRS participation shows they are perfectly capable of engaging multiple partners on their own terms. The competition for influence in space governance increasingly runs through capitals that have no intention of picking a side.
Mauritius will not be sending anything to the Moon. It has signed a document about space exploration in order to talk to the people who will go — about its coastline. That is a rational move, and it describes the current state of space diplomacy more accurately than most of the language in the ceremony itself.
